CANTON ECONOMIC DEVELOPMENT CORPORATION & EXP DEVELOPMENT BREAKS GROUND ON NEW 64-ACRE LIBERTY ADDITION HOUSING DEVELOPMENT IN CANTON, SD
CANTON, S.D. – Monarch Development Partners, LLC broke ground on a new 64-acre housing subdivision that has been in the planning stages for the past three years. EXP Development, the primary developer on the project, teamed up with Canton’s local economic development organization to bring a housing buildout that will bring much-needed single-family homes and multi-family units to the community.
“Canton Economic Development Corporation has been working on this project for the past three years and I am extremely proud to be part of the board that will be able to bring this development to fruition. This housing development will not only be beneficial to our local businesses, our school, but our but our entire community and help us grow for the future,” said Scott Larson, Board President of the Canton Economic Development Corporation.
EXP Development, the lead developer on the project is excited to be working in the Sioux Metro region and becoming a partner in helping to grow Canton. "EXP Development is profoundly pleased to partner with the Canton Economic Development Corporation and the City of Canton to present the Liberty Additions, a community where affordability, quality, tranquility and enjoyability coalesce,” said Charles Yi, owner of EXP Development.
This development will include a single-family housing inventory of start-up, step-up and third tier housing options. There likely will be limited availability of ready build lots too. The multi-family options will include traditional units, along with potential ownership availability of select units. The buildout is being demand driven and as such will likely include an inventory of twin-homes, row homes, villas and more traditional builds.
“I know all stakeholders want to thank the South Dakota Housing and Development Authority and the South Dakota State Legislature for the opportunity to secure $3.3 million in grant funding through the Housing Infrastructure Finance Program,” said Jeffery Tanner, executive director of the Canton Economic Development Corporation. “It should be mentioned how honored I am to work with the CEDC Board of Directors. Disaster Recovery Update Since President Biden’s major disaster declaration for South Dakota on August 15, federal agencies have approved $12,866,243.04 in grants and loans to assist in recovery (as of Sept. 29). To date, a total of 1,310 people in Davison, Lincoln, Turner, and Union counties have applied with FEMA for assistance. FEMA has approved
$8,255,543.04 through the Individuals and Households program, consisting of
$5,617,087.97 in Housing Assistance for home repairs and rental expenses, and $2,638,455.07 in Other Needs Assistance for repair or replacement of personal property, vehicle repair or replacement, moving expenses and other disaster-related needs.

FEMA Disaster Recovery Centers Soon Closing in South Dakota – Help Will Still be Available.
SIOUX FALLS, S.D. – FEMA Disaster Recovery Centers in South Dakota are soon closing permanently. The Mitchell location will end operations on Saturday, Sept. 28 at 4 p.m. The Canton and North Sioux City locations will end operations on Friday, Oct. 4 at 6 p.m.
Hours of operation up until the permanent closures are Monday through Friday, 10 a.m. to 7 p.m., and Saturdays from noon to 4 p.m. The Centers are closed on Sundays.

Local Hire employees are typically local residents who aid in recovery and help their fellow residents in the recovery process. FEMA is currently seeking people with experience in media relations, digital communications, and writing & editing. These positions may last up to 120 days or longer, depending on the operational needs of the disaster. FEMA Local Hire employees are eligible for the following benefits:

Free Legal Help Available for South Dakotans Affected by Summer Storms
SIOUX FALLS, S.D. – A Disaster Legal Services hotline is now available to provide legal assistance to South Dakotans impacted by this summer’s severe storms and flooding. The hotline connects residents in Davison, Lincoln, Turner, and Union counties with free legal services for those who cannot afford an attorney.
Residents can reach the hotline at 605-444-3719 during business hours from 8 a.m. to 5 p.m. Callers can also leave a message outside of business hours, and a representative will return your call.
The hotline may provide help with legal issues such as:
Home repair contracts and property insurance claims
Redoing wills and other important legal documents destroyed in the disaster
Price gouging, scams, or identity theft
Landlord and tenant problems, or threats of foreclosure
Disability related access to federal state and local disaster programs
FEMA and U.S. Small Business Administration financial benefits
The hotline cannot help in all cases. For example, they cannot take cases where a settlement could include legal fees or an award, but they may refer those cases to other legal help.
The service is a partnership between the American Bar Association Young Lawyers Division, FEMA, and East River Legal Services.

Duplication of Benefits: What it Means
SIOUX FALLS, S.D. – When determining the amount of federal disaster assistance provided by FEMA to applicants affected by this summer’s severe storms and flooding, part of FEMA’s process is to verify there is no “duplication of benefits”. By law, FEMA cannot provide financial assistance when any other source, such as insurance, charities, or
crowdfunding, has provided assistance for the same disaster-caused need or when that funding is available from another source.
Note: If the crowdfunding campaign is for general disaster recovery and not for a specific item FEMA provided, then it is not considered a duplication. Example of a duplication of benefits: FEMA cannot pay for home repairs if a homeowner already is receiving sufficient funds from their insurance company for the same repairs. FEMA assistance is not a substitute for insurance and cannot compensate for all losses caused by this summer’s severe storms and flooding. Grants from FEMA are intended to meet basic needs and supplement an applicant’s
disaster recovery needs. Insured applicants must provide documentation to FEMA that identifies their insurance settlements or benefits before FEMA will consider their eligibility for some programs that may be covered by insurance. FEMA may provide money to help meet an applicant’s immediate needs when their insurance benefits are delayed for 30 days or more through no fault of their own. Applicants who have received FEMA funds are urged to keep receipts of their disaster spending for three years to document that the money was used to meet disaster-related needs. If a recipient receives an insurance settlement to cover the same expenses, they must reimburse FEMA. Applicants’ cases may be reviewed to confirm money was spent properly.

FEMA Assistance Won’t Affect Other Federal Benefits
SIOUX FALLS, S.D. – If you live in Davison, Lincoln, Turner, or Union counties and you had loss or damage from the severe storms and flooding that occurred June 16 – July 8, you may be eligible for FEMA disaster assistance. FEMA assistance is not taxable. Applying for disaster assistance will not affect other federal benefits you may receive. Accepting FEMA funds will not affect eligibility for Social Security, Medicare, Medicaid, Supplemental Nutrition
Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Low Income Energy Assistance Program (LIEAP), Child Care Assistance, or other federal or state benefit programs. Disaster funds help survivors pay for temporary housing, essential home repairs, essential personal property replacement, and other serious disaster-related needs not covered by insurance or other sources.
The deadline to apply for FEMA assistance is October 15, 2024.

One Month Later: South Dakota Disaster Recovery Update
SIOUX FALLS, S.D.– In the month since President Biden’s major disaster declaration for South Dakota, federal agencies have approved $10,570,374 in grants and loans to assist in recovery as of September 15, 2024.To date, a total of 1,162 people in Davison, Lincoln, Turner, and Union counties have applied with FEMA for assistance. FEMA has approved $6,927,074 through the Individuals and Households program, consisting of
$4,683,825 in Housing Assistance for home repairs and rental expenses, and $2,243,249 in Other Needs Assistance for repair or replacement of personal property, vehicle repair or replacement, moving expenses and other disaster-related needs. In addition, the U.S. Small Business Administration (SBA) has approved $3,643,300 in low interest disaster loans for
homeowners, renters, and businesses. The deadline to apply for FEMA assistance and/or SBA disaster loans is October 15, 2024. National Flood Insurance Program The National Flood Insurance Program has provided $4,521,702 on 52 flood insurance claims for the South Dakota disaster as of 9/16/2024.
FEMA’s Public Assistance program provides assistance to governmental agencies and certain eligible private nonprofits providing critical and certain non-critical services. The program has a 75 percent federal cost share. EMA and the State of South Dakota received 216 requests for public assistance from local governments, state agencies, and Tribal governments to be reimbursed for costs incurred as a result of the disaster.
FEMA is scheduling meetings with communities to begin the process of documenting eligible damages for reimbursement through FEMA’s Public Assistance program.
Disaster Recovery Centers 465 applicants have been assisted at Disaster Recovery Centers for a total of 677 visits.
Hours for all Disaster Recovery Centers in South Dakota are Monday through Friday, 10 a.m. to 7 p.m., and Saturdays from noon to 4 p.m. The Centers are closed on Sundays.

Use FEMA Grants for Intended Purposes
SIOUX FALLS, S.D. – FEMA has provided $6.5 million to South Dakota residents to help recover from this summer’s severe storms and flooding. FEMA provides assistance for specific uses and encourages survivors to use the funds as intended and keep receipts to document how they were spent.
A letter explaining what the payment is to be used for arrives shortly after you receive the check or direct deposit payment. FEMA assistance is intended to help applicants pay for temporary housing if they are unable to live in their home due to disaster damage and for home repairs, or replacement of damaged or lost personal property.
If applicants spend the payment on anything other than its intended purpose, they may be ineligible for future disaster assistance. In some cases, FEMA may ask that the funds be returned.
Those receiving assistance are urged to keep receipts for their disaster spending for three years to document that the money was used to meet disaster-related expenses. If you receive an insurance settlement to cover the same expenses, you must reimburse FEMA. Audits are conducted to confirm funds were spent properly.
